As part of the EKUAL Project managed by TÜBİTAK ULAKBİM, access to more than 2,300 electronic journals from Springer Nature has been available since 2018. The current 2022-2024 access (Read) agreement has been converted into the "Read & Publish" model for the 2024-2026 period, starting from January 1, 2024.
Under this second national "open access article publishing agreement", all EKUAL member institutions in Turkey will continue to have access to over 2,300 e-journals from Springer Nature. Additionally, EKUAL member authors, who are the corresponding authors, will be able to publish their Original Articles, Review Articles, and Continuing Education types in Springer Nature Hybrid Journals, listed in the Web of Science (SCI, SSCI, AHCI), under Open Access without paying the Article Processing Charges (APC).
This agreement includes an annual Open Access (OA) article publishing quota. If the annual OA article publishing quota is exhausted, the author of the relevant publication must pay the APC themselves or through their funding institution in order to publish their article as OA.
As per the terms of the agreement, there will be no "OA article quota distribution" for institutions. Once a paper is accepted in these journals, if the author requests to publish it OA, it will be queued according to the order of submission, and if the quota is still available, ULAKBİM will approve the OA publication.
The list of journals eligible for OA publishing support (valid from 01.01.2024 – 31.12.2024) is attached. The Quarter 1/Quarter 2 list, which will be published on JCR on 01.07.2024, will be valid until 31.12.2025.
For the articles eligible for OA publishing support, if there is a quota, it will be sufficient for the corresponding author to be an EKUAL member institution employee and for the name of the institution to appear under the author's name in the publication.
Important Information for Authors:
The researcher must be the corresponding author of the article.
Types of articles eligible under the agreement: Original Paper, Review Paper, Continuing Education.
After the article is accepted for publication, the author must identify themselves in the system. During this process, the researcher must be primarily affiliated with the selected institution.

Note 1: The 2025 quota is 2,711, and about 300 articles have already been supported with APC as of January 1, 2025. The quota is expected to be exhausted around August, so authors should plan accordingly.
Note 2: When submitting articles, it is important for authors to use their institutional email addresses to ensure smooth processing of OA approvals.
