As you may know, within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, access to electronic journals from the Wiley publishing house has been provided since 2018. The current 2022–2024 Wiley agreement, which is a Read access agreement, has been converted into a “Read & Publish” model covering the 2023–2025 period.
Under this Wiley Open Access (OA) Agreement, which is the first national-level “Read & Publish” agreement, all universities in Turkey will continue to have access to approximately 1,367 e-journals from Wiley. Additionally, authors from EKUAL member institutions will be eligible for OA support for Research Articles, Review Articles, Data Articles, and Rapid Publications in Wiley Hybrid and Wiley Gold Journals (excluding Hindawi), which are in the Q1 and Q2 categories of Web of Science (WOS).
Publications submitted to and accepted by eligible Wiley journals by researchers from EKUAL institutions may be published as Open Access without paying an Article Processing Charge (APC), upon author request.
This agreement includes an annual OA article publishing quota. Based on the data from the last five years, it is estimated that the OA article quotas will cover more than half of the Wiley publications from Turkey.
If the annual OA article publishing quota is exhausted, and the author still wishes to publish their article as OA, the APC fee must be paid by the author or their funding institution.
According to the agreement terms, there will be no OA article quota allocation per institution. If an article is accepted in one of the eligible journals, and the author requests OA publication, the article will be placed in the queue according to the “first come, first served” principle. If there is still quota available, ULAKBIM will approve the OA publication of the article.
The list of eligible journals for OA support is attached and will also be announced on the EKUAL website.
For journals classified as hybrid, publications must be accepted on or after January 1, 2023. For Gold Open Access journals, the publication must be submitted and accepted on or after January 1, 2023.
For a publication to qualify for OA support within the journal types and conditions mentioned above, at least one author must be affiliated with an EKUAL member institution, and the name of the institution must be stated in the article.
Researchers at your institutions who wish to publish OA must use their institutional e-mail addresses during the submission process to ensure a smooth OA approval procedure.

We hope this initiative will raise awareness and adoption of Open Science and Open Access practices, and lead to the development of new OA agreements.
