As you know, within the scope of the EKUAL Project conducted by TÜBİTAK ULAKBİM, you have been accessing electronic journals from Wiley since 2018. The existing 2022-2024 Wiley agreement, which is an access (Read) agreement, has been transformed into a "Read & Publish" model to cover the period from 2023 to 2025.
Under the first national-level "Read & Publish" agreement, the Wiley Open Access (OA) Agreement allows all universities in Turkey to continue accessing approximately 1367 e-journals from Wiley. Additionally, publications by authors affiliated with EKUAL member institutions in Q1 and Q2 Wiley Hybrid and Wiley Gold Journals (excluding Hindawi) such as Research Article, Review Article, Data Article, and Rapid Publication will be eligible for AE support.
For publications submitted and accepted in Wiley journals within the scope by EKUAL member institution researchers, upon author request, they can be published as open access without paying Article Processing Charges (APC).
There is an annual quota for AE article publishing under this agreement. Based on data from the last five years, it is anticipated that AE article quotas under the agreement will cover more than half of the Wiley publications with TR addresses.
If the annual AE article publishing quota is exhausted, the author of the respective publication will need to pay the APC fee themselves or through their funding institution if they wish to publish their article as AE.
According to the agreement terms, there will be no allocation of "AE article quota" for institutions. Publications accepted in these journals by the corresponding author will be queued according to the "first come, first served" rule, and ULAKBİM will approve AE publication for eligible articles already in the quota if the author desires.
The list of journals eligible for AE article publishing support is attached and will also be announced on the EKUAL website.
Regarding publications eligible for AE support: for hybrid journals, the publication should be accepted on or after January 1, 2023, and for gold open access journals, it should have been submitted and accepted on or after January 1, 2023.
For articles in the mentioned journal group and publication types eligible for AE support, it is sufficient for one of the authors to be an employee of an EKUAL member institution and for the institution's name to be included under the authorship in the publication.
Researchers at your institutions are advised to use institutional emails when submitting articles to Wiley for smooth processing of AE approvals.
